United Kingdom: online application and grant administration

The production system grown from the wireframe the working group reviewed on 6 August. Everything regional (currency, localities, trusts, thresholds, benchmarks) is configuration, not code.

Design note. Thresholds shown are policy settings: Level I up to £500, Level II up to £1,000, Level III above. A Regional Policy Manager can change them in Configuration with an audit entry, no software change.
